The Care Hospital attracts a high number of patients with mental illness who need special care. The doctors at the hospital, however, cannot provide enough time for every patient unless the doctor staff is increased by more than twenty percent. Drastically increasing the doctor staff is not a practical solution, given that the city has dearth of medical professionals. Another alternative is to train the nurses on many of the tasks that previously only the doctor undertook. This approach will however, not completely solve the problem.
