thanks, this one was pretty straightforward. The key is that they can't hire outside or double up, so the only way to have fewer vacancies than people is to have fewer departments.
I initially picked D because I thought reducing employees per department might help, but that doesn't change the number of departments or heads needed.
Got it right, but I had to read it twice. The phrase 'some departments will be without department heads' means they need to reduce the number of departments. E is the only one that does that.
